The European Chemical Industry Council (Cefic) has published a 10-point action plan aimed at simplifying the EU's REACH chemicals regulation, according to the European Environmental Bureau, which published a critical analysis of the plan.
Cefic argues the plan would streamline regulatory processes and support innovation in the European chemicals sector. The proposal comes as European chemical producers face high energy costs, weak demand and increasing import competition.
Environmental groups have pushed back, arguing that the framing of "simplification" obscures a broader deregulatory agenda. The European Environmental Bureau published a response titled "Translating lobby speak: What chemical industry's 'simplification' plan really means."
The REACH simplification debate follows the European Parliament's October 22 approval of Omnibus VI, which softened CLP labelling obligations. Industry groups have said CLP simplification should be a first step toward wider relief across EU chemicals rules.
Any REACH revision would be closely watched by downstream users in coatings, adhesives, plastics and consumer goods, as well as by exporters selling into the EU market.
