European Parliament adopts position on simplifying chemical product rules

The European Parliament adopted its first-reading position on Oct. 22, 2026 on a proposal for a regulation amending Regulations (EC) No 1272/2008 on classification, labelling and packaging (CLP), (EC) No 1223/2009 on cosmetics, (EU) 2019/1009 on fertilising products and (EU) 2024/2865.

The stated aim is to simplify certain requirements and procedures for chemical products while maintaining a high level of protection for consumers, human health and the environment. The text cites the 2024 Draghi report, which found that the growing number and complexity of existing rules pose a risk to EU businesses.

The proposal would, among other measures, require suppliers to provide an electronic contact on the label of hazardous substances and mixtures, in addition to the address and telephone number currently required. This is intended to speed up official controls and enforcement.

The measure is part of the EU's "digital by default" approach to supporting digital transformation and improving communication between suppliers, consumers and national authorities.
