European Parliament Approves Omnibus VI to Simplify CLP Labelling Rules

The European Parliament approved the sixth chemicals omnibus package on October 22, softening several CLP labelling, timing and advertising obligations introduced in the 2024 CLP revision and widening the scope for digital labelling. Germany's VCI welcomed the move but said far more simplification is needed.

European Parliament Approves Omnibus VI to Simplify CLP Labelling Rules

The European Parliament approved the sixth chemicals regulatory omnibus package (Omnibus VI) on October 22, 2026, according to German chemical industry association VCI.

The package makes several changes to the EU's CLP regulation on classification, labelling and packaging. It softens labelling provisions, deadline requirements and information obligations for advertising and distance selling that VCI had long sought to change, and expands the possible use of digital labelling.

VCI particularly welcomed that some provisions from the 2024 CLP revision were withdrawn or softened before taking effect. Those rules would otherwise have imposed considerable additional compliance costs on companies.

VCI said Omnibus VI "can only be a start," arguing that the need to simplify European chemicals regulation remains large. It called for further relief focused on labelling and data requirements, various notification obligations and inconsistencies between different EU regulations, saying overlapping and contradictory rules must be cut systematically.

The association also said EU chemicals regulation should move back toward the internationally harmonized UN GHS system. The CLP simplification is among the first concrete results of the EU's deregulation and simplification agenda for chemicals, at a time of continued capacity closures in Europe, and its implementation will set the tone for broader simplification talks including REACH.
