Japan Proposes SDS and Labelling Requirements for 35 Additional Substances

Japan's Ministry of Health, Labour and Welfare is updating the Industrial Safety and Health Act (ISHA) to mandate SDS and labelling compliance for 35 newly added substances, one deletion and four modified entries.

The substances cover various categories, including organosilicon compounds, polyurethane raw materials, polymers and semiconductor photoresist materials.

Overseas stakeholder hearings were held in October 2026. Enforcement of the new requirements is scheduled for April 2029.

Affected chemical exporters should review product inventories and prepare updated safety data sheets and labels ahead of the deadline.

The addition of photoresist and polyurethane raw materials reflects tighter scrutiny of specialty chemicals used in electronics and industrial applications.
