EU Extends PIC Export Notification Rules to 34 Additional Substances

The EU's PIC (Prior Informed Consent) Regulation has been extended with 34 new substances added to Annex I. Under the rules, these substances have been subject to the EU export notification procedure since Oct. 1, 2026.

The addition means EU exporters of the listed chemicals must notify their national designated authorities before exporting them, in line with the Rotterdam Convention framework on trade in hazardous chemicals. The measure was flagged in the latest REACH and CLP newsletter published by the Austrian Federal Economic Chamber.

The same newsletter noted other EU regulatory activity, including the European Commission's roadmap for phasing out animal testing in chemical safety assessment, and ECHA's plan to start publishing the names of notifiers for the classification and labelling inventory from July 2026.

ECHA also reported that the public consultation on the draft SEAC opinion on a universal PFAS restriction closed on May 25, 2026, with about 3,500 responses received. ECHA expects to complete the PFAS restriction dossier by the end of 2026.
